Laurel Kloomok, M. Ed.

Laurel served as Regional Director of Parents Place/Jewish Family and Children’s Services since 1996 and was responsible for the development and operation of the agency’s Family Resource Centers and Early Childhood Mental Health Programs. She spent her early career as an early childhood special education preschool teacher and then as an early childhood special needs program coordinator. She served as a private consultant for the California State Department of Education, San Francisco Unified School District, San Francisco Community Behavioral Health Services, and Support for Families of Children with Disabilities, Miriam and Peter Haas Fund and Oakland’s Department of Health and Human Services. Prior to coming to Parents Place, she was the Director of the High Risk Infant Interagency Council responsible for implementing federal and state early childhood special education legislation in San Francisco. Laurel holds a Master of Education degree in Special Education and Rehabilitation as well as certificates in Family Therapy and Group Facilitation Skills. Laurel and her husband raised two children in San Francisco. Her daughter works with children in the foster care system in San Diego and is applying to graduate school in social work. Her son is a junior at New York University.

Gloria oversses our Preschool For All program. Previously, she was the Director of Policy and Outreach for Preschool California. Gloria was also the Regional Manager for the West at Educational Testing Service, and worked for the United States Department of Education and United States Congress. She holds undergraduate degrees in Political Science and English Literature and an MA from the Graduate School of Public Policy at UC Berkeley. Gloria enjoys dancing and volunteer work with children.

Derik oversees and implements grant activities, including Request for Proposal processes, negotiations, monitoring and technical assistance. He also gives staff support to special projects. He earned his BA from the Wharton School at the University of Pennsylvania and MA in Public Health from UC Berkeley. Derik enjoys gourmet food, C-SPAN and the performing arts.
Kahala Drain

Kahala provides much needed support to the office and staff in administrative activities. She graduated from high school in Alameda. She attended and was employed by Golden Gate University in San Francisco before climbing the administrative career ladder at Dominican College in San Rafael and Mills College in Oakland. Kahala has been working as an Administrative Coordinator for the City and County of San Francisco since 2001.

Tamara provides general staff support on financial matters, budgets, audits and grantee fiscal monitoring. Before joining First 5 in March 2004, she earned an MBA in Finance from Purdue University and spent 14 years working with community-based organizations, including two years as a Peace Corps volunteer in Honduras. Tamara is the mother of two-year old Lukas.

Ingrid is involved in the planning, development, project implementation and evaluation of the nearly 600 preschool centers expected to be part of Preschool For All by 2009. Ingrid brings extensive experience in operating federal and state child development programs, and holds a BS in Business Administration and Finance from the Haas School of Business at U.C. Berkeley. Ingrid keeps very busy as the "favorite auntie" for her six nieces and two nephews, and expects one niece in October 2007 and possibly a nephew in January 2008 (gender to be determined in August 2007).

Elaine oversees the Civic Engagement project and Parent ACTION program. She works closely with parents from the Civic Engagement Committee and Parent ACTION program to bring parents' perspective to the Commission. Elaine worked for three years with KQED Education Network before joining First 5. Prior to that, she managed high-tech programs. Elaine holds an MBA from Golden Gate University and a BA in International Business from San Jose State University. She is the mother of two young children.

Theresa coordinates accountability and evaluation activities to assist the Commission and grantees in assessing progress and effectiveness. Her years of experience managing large district, county, and community non-profit program evaluation initiatives is enhanced by the diverse perspectives she brings from having been a trainer, classroom teacher, and clinician in a variety of settings spanning both coasts and Ireland. Theresa earned her BA at Boston College in Elementary Education and went on to receive her MSW from University of California Berkeley’s School of Social Welfare. When not at work she enjoys dancing, yoga, or just curling up with a good book.

Wei-min Wang

Wei-min helps coordinate various aspects of the Preschool for All program, including early care and education workforce development, preschool-to-kindergarten transition, and research and evaluation. He has extensive experience with universal preschool policy and implementation, having worked on the issue in California and New Jersey. Wei-min holds a B.A. in American Studies from Amherst College, and a M.P.Aff. in Public Affairs from the University of Texas at Austin. He is also a graduate of Wah Mei Preschool. Away from the office, he enjoys hunting for "cheap eats" in the city, perusing the local farmers markets, cooking at home, hiking, and snowboarding.
