Under Ingrid’s leadership, First 5 San Francisco is positioned to advance its mission for greater impact in San Francisco’s early childhood system through its focus on advocacy, equity, and systems change. As a native of San Francisco’s Mission community and a child of Salvadoran immigrants, Ingrid has zeal and passion for equity. Her background includes more than two decades of experience leading early childhood systems of care and education for children and families. As a Senior Program Officer at First 5, she led San Francisco’s pioneering Preschool for All initiative. Prior to First 5, Ingrid worked in the nonprofit sector where she passionately advocated for improved public policy for vulnerable children and their families. This foundational experience provided Ingrid with a core understanding of how to target the factors that support systems change and racial equity. Ingrid holds an MBA from the Haas School of Business at UC Berkeley.

Derik Aoki, Sr. Program Officer

Derik enjoys organizational and program development issues, especially the design of health and wellness initiatives. Derik joined First 5 San Francisco in 2001. He provides oversight to healthy child, family support, and quality improvement initiatives. His personal interests include trying new food from many cuisines cooked at home or eaten out, attending performances (especially opera), reading, gardening, and ‘outdoors lite’ activities.

Yeshey Beyene, Technical Assistance Program Officer

Yeshey Beyene joined the First 5 San Francisco team in 2008. She brings an expertise in child development with over 25 years of experience in the field as a teacher in center-based and family child care programs, as well as extensive work in non-profit programs with oversight in quality improvement systems. She currently oversees the Professional Development & Technical Assistance services for the City of San Francisco.

Kahala Drain, Administrative Officer

Kahala has worked with the City and County of San Francisco for the past 15 years. Kahala enjoys spending time with her three children and granddaughter. She is known across departments for solving problems, listening, and formulating paths forward for complex administration issues.

Tracy Fong, Fiscal Officer

Tracy Fong has a background in business administration and social sciences. She has been with First 5 San Francisco since 2006, first as a program associate and currently as the fiscal officer. Tracy is a native San Francisco resident with a large extended family in the Bay Area.

Winnie Kwei, Program Officer

Winnie has over seven years of professional experience working in the non-profit family support services field. Prior to joining First 5 San Francisco, Winnie was the family support manager for Wu Yee Children’s Services, where she led three main prevention and early intervention programs to promote the healthy development of children and families. When not at work she enjoys spending time with her family, venturing out and exploring new places.

Lisa Lee brings over 30 years of experience leading and collaborating with organizations and institutions serving young children, families, and communities. Prior to her decade of work at First 5 San Francisco, Lisa developed and facilitated national training and technical assistance initiatives across early education, family support, and social justice fields.

Shelli Rawlings-Fein, Family Support Program Officer

Shelli Rawlings-Fein has an extensive background implementing and overseeing non-profit services for families, children, and individuals affected by child welfare involvement, substance use, domestic violence, and teen pregnancy. Shelli is also a lactation educator counselor who enjoys helping families get the best start possible. On her days off, Shelli likes to spend time with her husband, children, dog, cat, and their backyard chickens.

Matthew Rector, IMPACT Hub Regional Coordinator

Matthew Rector is in his tenth year with First 5 San Francisco. In his role as the IMPACT Regional Hub Coordinator, he advances the collective efforts of the eight-county Bay Area consortium to inform and streamline the regional approach to early childhood education program quality improvement and statewide QRIS implementation. He lives with his wife, Andrea, and their two children, Elias (4) and Eden (1) in the city’s Lower Haight neighborhood.

Jonathan Rubinsky, Communications and Development Officer

Jonathan has a background in non-profit development and a passion for public service. Prior to joining First 5 San Francisco in 2013, he spent six years shaping community development efforts at Bay Area non-profits. Jonathan is a local, born and raised in the East Bay, and a proud parent of two young children.

Wei-min Wang, Program Officer

Wei-min has worked in early education research, evaluation, and policy for more than 15 years. His background is in education and urban policy and includes experience in federal, state, and local governments and the philanthropic sector. Outside of work, Wei-min can be seen cycling around the city and imploring his two children (in Mandarin) not to fight so much.

Feven Wordofa, Regional Data Coordinator & Analyst

Feven obtained her Master’s degree in International Development Economics from the University of San Francisco and worked as a program and eligibility coordinator with the Economic Opportunity Council (EOCSF) in the early childhood development programs. Prior to that, her data analysis and impact evaluation background focused on thematic areas around early education with the International Labor Organization (ILO), such as reduction of the worst forms of child labor in East Africa and primary education attainment programs in Kenya, Tanzania, and Rwanda.

Theresa Zighera, Evaluation Officer

Since receiving her MSW in 2001, Theresa has been dedicated to improving social service systems and programs through the meaningful application of evaluation practices. Her evaluation work at First 5 San Francisco is enhanced by playing and learning with her 6-year-old son and her prior experience as a trainer, teacher, and clinician in a variety of educational settings spanning both US coasts and Ireland.

Zoobi Waqar, Quality Rating & Improvement Systems Advisor             zoobi.waqar@first5sf.org

Zoobi is a developmental philosopher with more than 25 years of experience in the field of early childhood education, including curriculum instruction, research, training, and teacher education. Professionally, she has served as a non-profit director, program manager, and now a QRIS advisor at First 5 San Francisco. Prior to coming to First 5 in 2013, she worked with the San Francisco State University Head Start and Early Head Start program leading the early childhood education department.
