Preschool for All Has Moved!

Thank you for your interest in the Preschool for All (PFA) program. For more than a decade, from 2004 through 2016, First 5 San Francisco successfully planned, launched, and administered the City’s pioneering universal preschool initiative. Children’s preschool participation reached historic highs, preschool programs stepped up the quality of their curricula and teaching, and children started kindergarten with better academic and social skills. It was a distinct honor for First 5 to lead this ambitious initiative to fundamentally transform public education in San Francisco.


With the passage of Proposition C in November 2014, voters renewed funding for PFA for another 26 years and transferred responsibility for overseeing PFA from First 5 to the Office of Early Care and Education (OECE). In coordination with OECE, First 5 will continue to play a critical role in the early education arena by leading efforts to improve the quality of early education programs and managing the city’s Quality Rating and Improvement System (QRIS).
