The Starter Grant is a small grant ($2500) intended to build staff capacity around parent engagement and leadership within organizational setting. The First Year Grant ($3000-$3500) is for parent groups that are ready to take on taking responsibilities on their own with less or no staff support.

There are two types of grant applications. The Starter Grant is intended for parent groups supported by agencies (community based organizations, preschools, elementary school Kindergarten classrooms, church groups, etc.) for parents with children 0-5 years of age. The Starter Grant is a pre-cursor to the 1st Year Grants intended to build agency staff capacity on parent engagement by facilitating a group of parents to design and implement their own projects.
The First Year Grant is intended for parent groups with or without agency support. Parents are expected to take on more responsibilities on their own to design and implement the projects.

The organization would be responsible for a range of evaluation planning tasks, including: identifying and prioritizing target audiences for the outcome evaluation; soliciting stakeholder feedback to refine research questions; making recommendations on child assessment tools and protocols; assessing existing data sources for applicability to the outcome evaluation; and developing a plan and design for an outcome evaluation that includes at least two options and cost estimates. Families have easy access to community based resources and information needed to promote their child's healthy development and the family's own capacity.
First 5 San Francisco will be developing evaluation indicators to track its progress in achieving these objectives. The following indicators have already been identified, and may well be supplemented before services commence:
- Increased number of families participate in community building activities that promote the development of children 0-5 years old.
- Increased number of families knowledgeable about the developmental needs of and available resource for their children 0-5 years old.
- Increased number of families participate in family-targeted services that address issues of safe and nurturing families and the specific needs of children 0-5 in a family-context.

The San Francisco Department of Children, Youth and Families (DCYF) and First 5 San Francisco (First 5) - the Departments - are jointly committed to ensuring that all children ages 0-5 have access to affordable, high quality child care. In order to reach this goal, the Departments announce $ 3,974,778 in FY 2005/2006 available through this Request for Qualifications.
The purpose of this RFQ is to identify community resources to administer San Francisco CARES. San Francisco CARES is designed to increase workforce quality and stability, with the ultimate goal of raising the quality of early care and education (ECE) settings. SF CARES aims to increase retention among early childhood professionals and to promote workforce stability within the ECE community. SF CARES was put in place to respond to the mismatch between the social need for high quality education for children and the social investment made in those working in the child development field. Given that our children's experiences in these early years are such important predictors of positive outcomes over a lifetime, the child development professionals teaching and interacting with our children deserve recognition and respect as well as encouragement to pursue education and training to teach young children.

The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified agencies interested in participating in contract negotiations to be the Provider and Enrollment Agency (PEA) for Preschool for All (PFA) in San Francisco County. The successful Agency and its subcontractors/partners (if any) will be expected to work closely with First 5 San Francisco and its other PFA partners to coordinate reimbursements to providers and to assist families with PFA enrollment. The PEA will be a key partner in the Preschool For All Initiative and must support First 5 San Francisco's goal of ensuring universal access to high quality preschool for all 4-year-olds in San Francisco.

- Groups whose membership includes: parents and relative caregivers or foster parents of children 0-5 years of age who live in San Francisco.
- Agency representatives who plan on developing parent leadership skills with a specific group of parents or caregivers with the goal that parents manage the grants independently in the second year.
The projects themselves should provide parents AND their children, ages 0-5, opportunities to achieve one of the following:
- Greater opportunities to develop leadership skills that benefit families in San Francisco;
- Greater opportunities to spend time together in activities that promote children's development;
- Greater opportunities for parents and caregivers to provide support to one another; and
- Greater opportunities for families to connect to neighborhood supports in a community-building environment.
The Parent ACTION grant is built on a premise of gradual leadership development that will impact the lives of young children and their families. It commits two years of funding to parent groups, and provides one year of additional funding for parents who most successfully fulfill their project mission. The first year of funding is for $3,000, the second year is for $5,000, and the third year is for $4,000 with an expectation of in-kind services. Requests for Proposals will be released every two years. One proposal for new grantees and one for 2nd year grantees who wish to continue a third year of funding. The next RFP will be released in the Fall of 2006.

Commission funds will create a Multi-Disciplinary Assessment Center (MDAC). The purpose of the MDAC is to provide family-centered developmental assessment services, diagnosis, referrals and case management to children and families needing bioneurological, psychological, and medical assessment for perceived/actual developmental delay associated with behavioral and speech/language issues. The MDAC service population is to focus on infants and children ages 0 to 5, who have been deemed ineligible for Regional Center-based, California Children Services, or School District based services.

The Children and Families Commission is soliciting interest from organizations or collaboratives interested in establishing the Parent Ambassadors Program. The Parent Ambassador program will use innovative methods to connect with parents of children ages 0-5 where they already gather to help connect them to available resources and educate them about their children's health and development. In the first year this program will serve four neighborhoods and have three components, Parent Ambassadors, Training, Material Development and Public Awareness. This is a three year program and the Commission will award up to $3,000,000 over three years. The maximum allocation for the first year of the grant is $350,000.

First Five San Francisco (San Francisco Children and Families Commission) announces the availability of funds to support aftercare services for homeless families transitioning to permanent housing.
Agencies applying for funds are expected to design or enhance, implement, and evaluate aftercare services that will improve homeless families' access to services, housing stability, and sense of personal control. The services must target families with 0-5 year old children, who were homeless in San Francisco and have transitioned to permanent housing. Services should be initiated with families within 60 days of their transition to permanent housing. Initiatives must include an integrated, on-site child watch component for homeless families with children 0-5 while providing aftercare services.
