It is the intent of First 5 San Francisco to create a pre-qualified list of firms from which it may select prospective contractors on an as-needed basis.  First 5 San Francisco may use the pre-qualified list, at its sole and absolute discretion, for selection of firms and negotiation of contracts starting through September 2021.  Consultation areas sought:  Program & Strategic Plan Development; Evaluation Design and Implementation; Communications Strategy Development & Implementation; Stakeholder Outreach, Engagement and Facilitation Services for System Change/Design; Data and Information Management; and Translation Services.

Starting on or about May 8, 2019  the RFQ may be viewed from www.first5sf.org or picked up in person 9 am – 4:30 pm, Monday – Friday, at First 5 San Francisco, 1390 Market St, Ste 318, San Francisco.  A non-mandatory bidder’s conference will take place on May 20, 2019 at 2:30 p.m. at 1390 Market St., San Francisco, Suite 1125.  Proposals are due no later than 4 p.m. on June 21, 2019.  Guidelines and restrictions are noted in the RFQ.

Training and Field Building for Family Support

First 5 San Francisco, the Department of Children, Youth and Their Families, and the San Francisco Human Service Agency (“RFP Funders”) are committed to ensuring that all San Francisco children ages 0-17 and their families have access to quality family support services to enhance child health and safety, improve school readiness, and strengthen family stability and engagement. In order to reach this goal, the RFP Funders have allocated up to $170,000 per year to implement activities to support training and field building for family support providers that serve San Francisco children, youth, and their families.

A non-mandatory bidder’s conference will take place on April 12, 2018 from 3:30 p.m.–5:00 p.m. at 1390 Market St., Ste. 318, San Francisco, California. Proposals are due May 18 at 4:00 p.m.

Help Me Grow Early Care and Education Initiative

The Office of Early Care and Education, as the steward of the county’s early care and education system, First 5 San Francisco, as the contracting agent for the county’s implementation of Help Me Grow (HMG), and the City’s Department of Children Youth and Their Families, are seeking an experienced entity to oversee, implement, and enhance over time the county’s Help Me Grow Early Care and Education Initiative. This entity will implement a system for early care and education that aligns with the National HMG framework and: promotes administration and tracking of developmental screens; educates and engages programs and families in utilizing screening results; ensures a coordinated response to identified concerns; and offers ­systems navigation and family support for high-risk developmental concerns.

$1,000,000 has been allocated by the Joint Funders for this project annually for a two-year period with up to (3) three one-year renewals pending funding availability.

The RFQ may be viewed from www.first5sf.org or picked up in person 9 am – 4:30 pm, Monday – Friday, at First 5 San Francisco, 1390 Market St, Suite 318, San Francisco. Assessment Services for Quality Rating and Improvement System

First 5 San Francisco intends to implement Assessment Services as an essential component of the City’s Quality Rating and Improvement System (QRIS). The purpose of this Request for Qualifications (RFQ) is to identify qualified assessment entities from which it may choose prospective contractors to coordinate and implement these services. The selected respondents will participate as Quality Partners in planning, program development, evaluation and coordination activities on a monthly basis.

Selected respondents will remain eligible for consideration and contract negotiation on an as-needed basis through December 31, 2021. Selected Respondents are not guaranteed a contract; however, it is First 5 San Francisco’s intention to award at least one contract for the period July 2017 to July 2021. Respondents selected under this RFQ may be asked to respond to additional screening processes prior to being awarded a contract.

The closing date for the submission of applications is 4:00 p.m. SHARP on May 15, 2017. All applications received after 4:00 p.m. will be considered late and will not be accepted. No electronic or faxed submissions will be accepted.

The selected respondents will participate as Quality Partners in planning, program development, evaluation and coordination activities.

Selected Respondents will remain eligible for consideration and contract negotiation on an as-needed basis through December 31, 2021. Selected Respondents are not guaranteed a contract; however, it is First 5 San Francisco’s intention to award up to four (4) contracts totaling up to $1,700,000 annually during the period of July 1, 2017 to June 30, 2021. Respondents selected under this RFQ may be asked to respond to additional screening processes prior to contract award.

A non-mandatory bidders conference will be held March 8, 2017 at 9:30 A.M. at 1390 Market St., Suite 318, San Francisco, California.
